Yesterday the full Council adopted Bill 14, CD1 (Operating Budget for FY 17) and Bill 15, CD1 (CIP Budget for FY 17), which reflected councilmembers’ additions and deletions to the Mayor’s budget to address community concerns.
Based on concerns raised by Makiki/Punchbowl/Tantalus Neighborhood Board #10 members and Makiki/Tantalus and Punchbowl community members, I have proposed the following amendments:
- Dole Community Park – $675,000 to plan, design, and reconstruct the basketball courts. Because the courts were in severely-deteriorated condition, Department of Design and Construction advised City parks staff that a full reconstruction was necessary to ensure the longevity of the courts.
- Makiki District Park Master Update – $100,000 to “update the Makiki District Park Master Plan to include additional uses and establish a causeway adjacent to the Keeaumoku Street H-1 Freeway overpass to connect Makiki District Park to Cartwright Neighborhood Park and Cartwright Field.”
- Tantalus/Round Top Master Plan (City share) – $150,000 to augment the Tantalus/Round Top Master Plan and provide opportunities for public-private partnerships in the area.
The funding for the Tantalus/Round Top Master Plan augments the State Legislature’s 2015 $450,000 appropriation. We have been encouraged by responses from State Department of Land and Natural Resources Director Suzanne Case and City Department of Design and Construction Director Robert Kroning regarding their commitment to work together to address critically-needed repairs to a crib wall and Tantalus Drive historic roadway through shared funding, planning and construction to address the public safety hazard.
The next Special Budget Committee meeting on additional amendments to Bills 14 and 15 will likely be held between May 10-11, 2016; and I’d appreciate the Neighborhood Board #10’s support for the above projects.
