On December 30, 2015, an inspector from the Commercial and Multi-Family Enforcement Branch of the Department of Planning and Permitting issued a Notice of Order to Iglesia Ni Cristo Church, which ordered the church to pay a fine of $50 and to correct its violations before February 1, 2016. If the church remained in violation after that date, a daily fine of $50 would be assessed until the violations were corrected.
On January 29th, the resident minister from Iglesia Ni Cristo Church filed a petition with the Zoning Board of Appeals to contest the Notice of Order. The appeal asserts that the cited violations were based on erroneous facts and that the issuance of the Notice of Order was an arbitrary decision. The hearing on the appeal has been scheduled in August, and Zoning Board of Appeals asks the City (Department of Planning and Permitting) and the Church to draft a proposed Statement of Facts for the case and to provide a list of witnesses for consideration by the appeals board.
Because Department of Planning and Permitting took action based primarily on reports from Kalihi Valley Neighborhood Board members and individual neighbors, my staff and I encourage neighborhood board members to review their records and past Neighborhood Board minutes to thoroughly document the duration of this long-standing noise problem.
