Last month, several residents contacted my staff regarding homeless individuals residing underneath Kuakini Bridge near Liliuokalani Botanical Gardens. According to residents, the individuals were operating a bicycle “chop shop” under the bridge, and materials from their activities have clogged the stream and polluted the water.
Department of Parks and Recreation (DPR) staff reported that the department would clear its portion, and Department of Facility Maintenance (DFM) would clear the stream and the area under the bridge where the individuals were located. HPD officers warned the individuals of the area’s upcoming cleanups; on March 5th, DFM conducted a stream cleanup to clear the stream of debris. On March 8th, DFM staff removed the individuals’ leftover belongings and debris from under the bridge.
