Last year, the Department of Design and Construction (DDC) found that the unnamed road stemming from Poko Street, sometimes referred to as Old Government Road, was a private road owned by the Oahu Sugar plantation, which was dissolved many years ago (owned and operated by Castle and Cooke). In recent years, Navy work in this area has resulted in runoff onto the road. While the Navy has agreed to begin preliminary clean-up from the most recent runoff, the cleanup efforts seem to be moving very slowly.
My staff and I are researching the best maintenance/ownership solution for this unclaimed roadway – whether it should be acquired by the City and County of Honolulu, or the State of Hawaii.
